Welcome to the official website for the Water’s Edge Community Development District (the “District”). This website is funded on behalf of the District to serve two major purposes. The first is to comply with Chapter 189.069 of the Florida Statutes, which requires each special District to maintain an official website. The second is an effort to help educate the general public about the services provided by the District, and to highlight the other agencies involved in the day-to-day operations of the community. These agencies include but are not limited to the Florida Department of Economic Opportunity, Manatee County and the Water's Edge Homeowner Association.

CDD ACTION SUMMARY - APRIL 30, 2025
BUDGET WORKSHOP AND SURVEY RESULTS:
-The Board discussed the results from the survey conducted in early April. Out of 175 respondents, 40% did not want to see any new amenities built in the community. The remaining 60% wanted something new, with no clear consensus on what that should be.
-Kisela noted the only real discretionary item in the budget is propane for the pool. We burn through approximately 700 gallons a week during the winter months, and 200+/- for the spa during the summer months. The other items (reclaimed water, district management services, landscape services, etc.) are pretty much set.
-After much discussion, the Board voted to tentatively increase the annual assessment by $250: $200 to repay the Reserve Fund for hurricane expenses, and $50 for increased costs/inflation. This amount will be revisited at the May meeting once the cost of the bridge repair/replacement is received.
-GMS reached out to the Tax Collector to see if we could separate the CDD assessment on the tax bill, which consists of (1) repayment of the bonds; and (2) operation and maintenance costs. Greenwood stated the Tax Collector said they stopped doing that years ago, except for the eight (8) special districts that were grandfathered prior to approval of this policy.
-The proposed budget includes $20,000 for landscape enhancements. Last year, we did the front entrance and just recently the amenity center landscaping. Sluizer will provide a recommendation at the next meeting on how we spend the $20,000 enhancement budget.
REGULAR MEETING:
Supervisor and Audience Comments:
-Holliday requested LMP trim the overgrowth by the drainage ditch across from the playground.
-Kathy Peters asked that the Rye Road landscaping be enhanced. We are missing plants and have empty spots where the pine trees were cut down due to beetle infestation.
-Janine Hill noted that her family has a dock in Sarasota and recently had the pilings replaced at a reasonable price. She will forward the information to GMS for the pedestrian bridge pilings.
-Danielle Korney asked if it would be feasible to combine our CDD with the new CDD being created for River Chase. She also suggested going to bid for the Rye Road plantings instead of purchasing them from LMP.
-Jana LaSage asked if the Board approved any new amenities, the cost to maintain should be disclosed so the Board can make an informed decision on the budget for future years.
-Rebecca (Becky) Gingras noted they used to mow a walking path by the River. This was discontinued when the Developer turned the neighborhood over to the residents. She would like to see it done again so residents could enjoy walking down there again. She also noted kayak racks made with treated wood are fairly inexpensive. She also supports the installation of a new bubbler system for Pond 15.
District Engineer Report:
-Charles Reed, District Engineer, stated the structural engineer was unable to inspect the bridge prior to the meeting. He committed to doing it before the end of the week.
-Kisela stated this was unacceptable and recommended sending out a Request for Qualifications for a new District Engineer. Phil Chung was responsive, but unfortunately, the level of service has gone down since he left Johnson Engineering.
Field Report:
-Sheppard noted they had previously pressure-washed the guardhouse, but it would need to be done again due to the dirt and dust coming from the new development across the street.
-Sluizer asked if the pedestrian gate latches had been fixed yet. She noted the one by Rosedown Glen was still leaning. She also noted a section of the fence on Rye Road was leaning again. In addition, there were a couple of oak trees leaning just to the right of the right exit lane on Rye Road. Sheppard will take care of the pedestrian gate and the fence, and will let LMP know about the leaning trees.
-Kisela is concerned with the linear drainage grate between the pool and fitness center. This needs to be fixed ASAP, as it was identified by the insurance company.
-Jessee noted that the spa control stand is loose. She also requested plantings in the two big ceramic pots.
-Sluizer asked that the sign by the front entrance describing the amenities be removed, as it is rusted out.
-Amanda Ferguson of GMS presented the proposal for the traffic control signs. These are the most cost-effective and can be moved around the neighborhood. The Board approved the purchase of two speed control signs.
-Jessee asked that the new playground awning be installed as soon as possible.
-Ferguson noted she will work with the Manatee Sheriff’s Office to execute a Trespass Agreement. This way, if someone is using the pool/spa after hours and it is called in to the Sheriff’s Office, they can issue a trespass violation to the offender(s).

The District financed this construction through the sale of tax-exempt bonds, a form of public financing. As a result, and in accordance with applicable federal and state law, all District owned improvements, infrastructure and facilities are and shall remain open and accessible to the general public.
